Why this page exists

Almost everything a Point Lookouter needs is written down somewhere — on a Town of Hempstead page, in the Town code, on a school district calendar, in a Civic Association notice. It is written down in seventeen different places. This is the same material on one page, in the order you are likely to need it.

Every entry carries the body it came from and the month we checked it. Fees, hours and dates in a beach town move each spring, which is why there is a phone number beside almost everything. Where no official source could be found, the entry says so rather than guessing.

Two things are worth reading before the rest: how the two beaches work, and the parking rule.

The hamlet: how Point Lookout is governed

There is no village hall here. Everything official runs through the Town of Hempstead or Nassau County, and the one organisation that speaks for the hamlet itself is a volunteer civic association.

Unincorporated hamlet, no village government: Point Lookout is a hamlet and census-designated place in the Town of Hempstead, Nassau County. It is not an incorporated village, so there is no separate mayor, village board, village building department or village tax. Town of Hempstead departments handle sanitation, highways, beaches, building permits and tax collection; Nassau County handles assessment, police and sewer planning.

823 houses, 993 parcels, 1,527 residents: The county parcel roll for Point Lookout carries 993 parcels, 823 of which have a house on them. The 2020 census counted 1,527 residents on 0.27 square miles of land — about a quarter of a square mile, which is the figure the history page uses. (The 1.8 square kilometres quoted in some summaries is the same area in metric, not square miles.) Those are the numbers Point Realty uses on every page: 823 houses on 993 parcels, 1,527 residents. The Civic Association's own description, "nearly 900 houses", is the same count rounded up; parcel-level figures come from the Nassau County Land Records Viewer roll.

The two beaches

Point Lookout has two ocean beaches and they work differently. Civic Beach, at the east end by the jetty, is the residents' beach and is free to residents. The Town Park beach is a Town of Hempstead facility with a gate, a parking fee and a season pass.

The residents' beach

Civic Beach

Civic Beach sits at the east end of the hamlet's ocean beach, down by the jetty where the Atlantic meets Jones Inlet. It is free to Point Lookout residents and is run by the Point Lookout Civic Association, which describes its work as having "maintained our beach district for exclusive use by Point Lookout residents." The east-end location by the jetty and the inlet is Paul Gomez's description; the residents-only beach district is the Association's own wording.

The paid beach

Town Park at Point Lookout

1300 Lido Boulevard, Point Lookout, NY 11569. Phone 516-431-3900 (alternate 516-801-5649). The Town describes it as 1,800 feet of ocean beach across the inlet from Jones Beach, with lifeguards, picnic tables, play equipment and a turf field complex.

Getting a Civic Beach tag: Beach tags come through Point Lookout Civic Association membership, which is $75 a year. The Association runs early tag pickup at Civic Beach on weekends in early-to-mid June — in 2026 the pickup weekends ran 6 to 14 June and the beach opened Saturday 20 June. If you are not a Town of Hempstead resident: The non-resident rate at the Town Park beach is $55 per car per day for 2026, and the number to call before you drive out is 516-431-3900. The Town's own two statements do not read identically: the Beaches page says Town-operated beaches are "open to Hempstead Town and Nassau County residents only," while the Town's FAQ says "Town Beaches are open to non-Hempstead Town residents at a higher fee structure" even though other Town park facilities are residents-only. Read together, a non-Town visitor pays the $55 rate, and walk-in access exists at Lido and Lido West. Confirm current-season practice with the park office.

Payment and fee increases: Cash or credit/debit card. Card payments add a processing fee of at least $1.55 or 2.45%, which goes to the payment processor and not to the Town. The Town Board approved a roughly 10% average increase in park and recreation fees in the most recent round — the Lido Beach Town Park season pass went from $125 to $138 — so assume the figures move each spring.

How big the Town Park tract is: Measured off the Nassau County parcel map: the Town's two large tracts at Point Lookout come to about 106 acres between them — about 70 acres of ocean beach and dune running along the south side of the hamlet at the foot of the avenues (tax-map section 61, block A, lot 52) and about 36 acres of open ground east of Mineola Avenue out to the Jones Inlet shore (61/A/51). All Town of Hempstead parcels at Point Lookout together come to about 228 acres, roughly 111 of which is Reynolds Channel bottom and marsh rather than dry land. The 413-acre figure that circulates locally is not the size of the Town Park at Point Lookout: it is the Historical Society's island-wide total for Town and County parkland acquisitions in the 1960s, and the Town publishes no acreage for the park itself.

"The first beach park district in New York State": The Civic Association's own 75th-anniversary account, published by the Point Lookout Historical Society in The Lookout in October 2006, states: "The PLCA was directly responsible for the creation of our beach park district, the first in New York State." No State or Town source confirming a statewide first was found, so the claim belongs to the Civic Association rather than to us. The year the Town Park itself opened could not be sourced from the Town, the State or any archive searched — the Town publishes no history page for the park.

Streets, parking and snow

The parking rule is the first thing to understand about living here, and it is the reason the streets feel the way they do.

No on-street parking on the residential streets

There is no on-street parking on Point Lookout's residential streets. Lido Boulevard and a few designated spots are the exceptions. Paul Gomez puts the reason plainly: "No on-street parking keeps it local." The Civic Association states the prohibition on its own About page and counts it among the things that have kept the hamlet small; off-street parking is therefore something to check on any house you are looking at.

15 mph, and why: The posted limit on the residential streets is 15 mph, and the Civic Association describes it as strictly enforced. New York Vehicle and Traffic Law specifically permits the Town of Hempstead to set a limit of not less than fifteen miles per hour on any portion of a highway in the community known as Point Lookout, which is the statutory basis for the signs. The Civic Association's own history records that it petitioned for the reduction. Residents walk mostly in the streets, which is the other half of the reason.

Who enforces signs: Enforcement of posted signs such as parking restrictions, speed limits and stop signs is handled by the police department, not by the Town's Traffic Control Division.

Sidewalk snow removal is the owner's job: Town of Hempstead code requires every owner or occupant of a house or building to keep the sidewalk in front of the property free from obstruction by snow or ice during the winter season while snow is on the ground.

Snow emergency parking ban: Town code makes it unlawful to park on any Town street during a declared snow emergency until the emergency is terminated. The Town Supervisor declares and terminates snow emergencies, with notice given by broadcast, newspapers, loudspeakers and municipal bulletin boards.

Storm response: The Town asks residents to move vehicles off roadways when snow is predicted so plows can clear streets, and to wait until plows have passed before shoveling driveways and sidewalks.

The other beaches on the island

Three different pass systems sit side by side on this island: Town of Hempstead, Nassau County and New York State. A Town pass does nothing at a County or State gate.

Nassau County Leisure Pass: The Leisure Pass identifies its holder as a Nassau County resident and is required for residents 13 and older (10 and older for golf) to enter many County recreational facilities, and gives residents discounts at County pools, rinks and golf courses.

Jones Beach State Park: 2400 Ocean Parkway, Wantagh, NY 11793 (the Town brochure lists 1 Ocean Pkwy., 516-785-1600). Vehicle use fee $10 per car in beach season (May 23 to September 13, 2026) and $8 per car in the shoulder seasons. The Empire Pass is $80 and gives unlimited day-use entry at most State facilities. Boardwalk biking is free year-round.

Garbage, recycling and bulk

Point Lookout is collected by the Town itself, not by a special district, and the Town's recycling rules are specific enough to be worth reading once.

The fire department is the hamlet's own, volunteer and 95 years old. Police, marine enforcement and emergency management are County functions.

There is no mail delivery to the door in Point Lookout. Mail goes to a box at the post office on Lido Boulevard, and the library branch is two doors along from the Chamber at the same address.

Schools

Point Lookout is in the Long Beach City School District. There is no school building in the hamlet; every building is west of here on the Lido Beach side or in Long Beach.

Lido Elementary, then Long Beach Middle and High: Point Lookout children go to Lido Elementary School, 237 Lido Blvd., Lido Beach (PK-5, 516-897-2140), then Long Beach Middle School, 239 Lido Blvd. (grades 6-8, 516-897-2166), and Long Beach High School, 322 Lagoon Drive West, Lido Beach (grades 9-12, 516-897-2012). All three are a short drive west on Lido Boulevard. The district office confirms the assignment for a specific address at 516-897-2000.

Getting in and out

One road in, one road out to the east. The train is in Long Beach, and the bus that connects to it is run by the City of Long Beach rather than by NICE.

LIRR Long Beach station: The Long Island Rail Road's Long Beach Branch terminates at Long Beach station, Park Avenue and Park Place. The City of Long Beach states: "Take the LIRR from Penn Station NYC or Atlantic Terminal and be on the beach in less than an hour." LIRR customer service 718-217-5477; MTA also lists 1-800-649-NYNY. Point Lookout has no station of its own; the train is a drive or a bus ride away.

The bus: City of Long Beach, not NICE: The bus that serves Point Lookout is run by the City of Long Beach Department of Transportation, which operates service within Long Beach and out to Point Lookout, all buses wheelchair accessible. Routes, timetables and fares are published in the City's transportation brochure rather than on a route map online — the City's transit office will send or confirm the current one. NICE Bus route n15 runs between Roosevelt Field and the Long Beach Bus Terminal via the Rockville Centre, Island Park and Long Beach LIRR stations, but it does not continue to Point Lookout.

The Loop Parkway: The Loop Parkway is a 2.65-mile parkway running from Lido Boulevard at Point Lookout across three bridges to the Meadowbrook State Parkway just north of the Jones Beach fee booths. It is the eastern way off the island and the route to the Meadowbrook, the Southern State and Jones Beach.

The wells: Per the district's 2025 annual report, water came from three wells in the Lloyd formation, the primary source of public water supply for Long Island's barrier beaches. Well No. 1A was installed in 1993 and is 1,277 feet deep. Water pumped from the wells is naturally acidic and is treated with lime to reduce corrosiveness. Service area 2.0 square miles; 330,820,000 gallons pumped in 2025; average day 906,356 gallons. The annual water quality report is published each year on the Town's site.

Flood: zones, insurance and building

Read the flood zone off the current map for the parcel in front of you. It is not safe to assume it from the house next door.

Look up the flood zone first: FEMA's Flood Map Service Center at msc.fema.gov is "the official public source for flood hazard information produced in support of the National Flood Insurance Program." Enter the street address to pull the effective FIRM panel and a FIRMette. FEMA notes maps are continually updated, so a saved copy can be superseded.

What the zone letters mean: Zone AE covers areas subject to a 1% annual chance of flooding with Base Flood Elevations determined by detailed analysis; VE adds coastal wave action. Post-Sandy FEMA remapping assigned AE and VE designations to areas that previously carried lower-risk classifications. The zone and BFE for a specific parcel must be read off the current FIRM.

Elevation certificate: An elevation certificate is prepared by a licensed surveyor and records the FIRM flood zone and flood elevation along with the elevations of the building's floors and the surrounding grade. It is the document that sets an NFIP rating and proves compliance for a permit. FEMA publishes the form itself.

Flood insurance (NFIP): Most homeowners insurance does not cover flood damage; the NFIP writes building and contents coverage through participating insurers, and is available to owners, renters and businesses in participating communities. There is typically a 30-day waiting period before a new policy takes effect, unless the purchase is required by a government-backed lender or follows a community flood map change. Owners who borrow from a federally regulated or insured lender (in practice almost every mortgage) on a building in a Special Flood Hazard Area are required to carry it.

The Town's 50% rule: Town of Hempstead floodplain rules define substantial improvement as work whose cost equals or exceeds 50% of the structure's pre-construction market value, and substantial damage the same way for repairs. At or above that threshold the existing building must be brought into compliance with the requirements for new construction in the flood zone. Sandy, measured: USGS reported that during Hurricane Sandy, water levels at Reynolds Channel in Point Lookout reached 10.10 feet, above the FEMA 100-year base flood elevation, and that peak water levels at all stations in the western bays of southern Nassau County exceeded FEMA 100-year base flood elevations.

Back-bay flooding study: Point Lookout is one of the Nassau County back-bay areas the U.S. Army Corps of Engineers has studied for storm damage, flooding and coastal erosion reduction. Nassau County Department of Public Works also sets drainage requirements and runs the County stormwater program.

STAR and Enhanced STAR: Basic STAR: no age restriction; combined income of owners and their resident spouses of $500,000 or less for the STAR credit, $250,000 or less for the older STAR exemption. Civic life, worship and the calendar

A hamlet with no government of its own runs on volunteers: a civic association, a chamber, a historical society, a garden group and a fire department, plus two churches and a summer calendar everyone plans around.

The three everyone plans around: The Halloween parade in the fall, the Fourth of July parade, and the Spectagala, which comes around every four years. Two gauges matter here and they tell you different things. The ocean tide table is not the one that tells you whether the bay side is coming up.

Tide predictions: Jones Inlet (Point Lookout): NOAA Tides & Currents publishes tide predictions for station 8516385, named "Jones Inlet (Point Lookout)." This is the prediction station for the inlet at the hamlet's east end.

Bay-side water level gauge: Point Lookout, Reynolds Channel: NOAA station 8516402 is named simply "Point Lookout" and sits on the bay side at 40.5939 N, 73.5840 W. The same location is gauged by USGS as "Reynolds Channel at Point Lookout NY" (site 01310740) and carried by NOAA's National Water Prediction Service as gauge REYN6. Back-bay flooding in Point Lookout shows up on the Reynolds Channel reading, not the ocean-side tide table.

Two Town marinas, two fishing stations on Bayside Drive, a party boat and a clam permit that costs twenty dollars.

Surf fishing at the Town Park: The Town of Hempstead's 2026 fishing brochure lists Town Park at Point Lookout, Lido Boulevard, as a surf-fishing location (516-431-3900). Nickerson Memorial Beach on Lido Boulevard is listed for surf fishing with a Nassau County Leisure Pass and fishing permit required (516-571-7705).

Saltwater fishing registration: Everyone 16 and older fishing the marine and coastal district must enroll in New York's no-fee Recreational Marine Fishing Registry. Register in person at the Hempstead Town Clerk's Office (516-812-3513), online through DECALS, or by phone at 1-866-933-2257. Registration is valid 365 days; there is no lifetime registration. Anglers aboard a licensed party or charter boat are exempt. Freshwater licences cost $25, $5 for seniors.

Dogs

The Town code rules are clear. The beach rule is the one nobody can point to in writing, so the honest answer is a phone number.

Leash and at-large rule: Town of Hempstead code makes it a violation for an owner to permit a dog, licensed or not, to be at large within the Town other than on the owner's own premises, and treats a dog on a leash of six feet or more as at large. In other words, the leash has to be under six feet.

Dogs in Town parks: Town park regulations provide that animals are not permitted in any park unless authorized by the Town Board or the Director, subject to rules the Town Board may adopt. Designated dog parks and runs exist elsewhere in the Town, and dogs are strictly prohibited from piping plover nesting areas.
